Holy Cow: Attack of the Jaywalking Cows

Tuesday, June 24th, 2008

Least we be misunderstood, “holy cow” is an expression (neither a religious slant or the name of the restaurant). Also, jaywalking applies only to human pedestrians who walk outside the pedestrian crossing or who walk at the center island of a street, thoroughfare or highway so as to obstruct, hinder or prevent free passage of vehicles (there are other acts which are considered jaywalking, as you can read from the related post). If you’re the traffic officer, how would you report the violation for these cows in Metro Manila? Certainly not jaywalking . . . (more…)

Jaywalking in the Metro

Sunday, June 22nd, 2008

No, I’m not talking about the segment in Jay Leno’s show. It relates to pedestrians and traffic. Jaywalking comes from the words “jay,” which refers to a foolish rural person unfamiliar with city ways, and “walk,” which means, well, walk. Jaywalking, which is the subject of local ordiances, is defined in Ordinance 95-01, as amended by MMDA Regulation No. 99-013, for all cities and municipalities of Metro Manila (again, without prejudice to local ordinances). It’s any of the following acts: (more…)

Road Safety for this Long Weekend

Friday, April 25th, 2008

Since yesterday, I felt something weird around our office. No, I didn’t see dead people walking around like regular people, although there’s someone — or something — who/which usually plays around with the lights of one conference room. It’s just that, well, there are less people around and less cars on the street adjacent our building (although traffic in EDSA was heavy last night – nothing new, really). Everyone is leaving, or has left, the city.

Overtaking ONLY at NLEX

Sunday, April 20th, 2008

I passed through the North Luzon Expressway or NLEX on my way back to Manila from Angeles, Pampanga. There’s no doubt that the NLEX is among the best roads or highways in the Philippines. You’ll notice many things if you’re passing through NLEX or NLE, some of which are the following: (more…)

Metro Guwapo: Bayani Fernando

Friday, April 18th, 2008

I heard over the radio that MMDA Chairman Bayani Fernando, probably better known as BF, is being criticized over his posters plastered in Metro Manila roads, including EDSA. Almost half of the poster (or shall we call it a streamer or tarpaulin?) contains the photo of BF, with arms folded and sporting his “tiger” look, wearing his signature pink shirt. I myself couldn’t quite get what he is trying to portray with that shot. It looks like he’s saying: “Isapuso ang batas” or something to that effect. I dunno, you be the judge. (more…)

Number Coding Scheme

Wednesday, April 9th, 2008

It’s commonly referred to as the number coding scheme, although some still mistakenly call it the color coding scheme. For masochists, wanting to add pain by going the long way, it’s called the Unified Vehicular Volume Reduction Program or UVVRP. That’s the official label, by the way. (more…)

MMDA on the Road: Things to Remember

Sunday, March 30th, 2008

Here’s an email that’s going around lately. It’s originally entitled “How you can challenge petty abuses of MMDA personnel…”

I just reached my limit last week-end, and decided to take action against the abusive MMDA enforcers. I basically called up the MMDA head office and inquired from the Personnel Officer, Antonio Pagulayan, to clarify their policies. Here is what I got. (more…)

Practice Driving in Malabon

Saturday, March 29th, 2008

In the preceding post, we talked about floods in Malabon. I have learned all I know about driving through floods from the roads of Malabon. It’s not something that Malabon has much choice, though. Malabon is below sea level, so when even moderate rains coincide with high tide, you know what happens. Anyway, while we’re at it, let’s proceed to Malabon driving. (more…)

EDSA traffic, Buses and the Yellow Lane

Thursday, March 27th, 2008

Almost every Filipino knows EDSA, although not everyone may know that it’s a major thoroughfare in Metro Manila. It’s a road that is [in]famous and unique for many things. EDSA One, EDSA Dos, EDSA Tres and the additional (?) episodes that will rival the plot of Starwars. (more…)

No Overloading

Tuesday, March 25th, 2008

When you travel through the NLE, you see the “Anti-Overloading Law Strictly Enforced” sign (see photo below), which sign specifically mentions “Republic Act 8794.” This law provides for penalties for trucks and trailers for loading beyond their prescribed gross vehicle weight, with an absolute prohibition against axle load exceeding 13,5000 kilograms or 13.5 metric tons.
